BUILDING USE POLICY FOR THE Cranberry Lake North Shore HUB

Purpose of Building: The primary purpose of the Cranberry Lake North Shore HUB (the "property”) is to provide community use space for organizations based in the Clifton Fine Region or for organizations serving the region’s residents.

Public Use of Building: In the interest of benefiting the residents of Clifton Fine, the Cranberry Lake North Shore Hub Board agrees to permit use of the property for public and private events, provided those who choose to use the property agree to abide by the requirements listed below.

1. Area available for public use: The public is restricted to use of the grounds, the main floor of the building and the restroom only.  Dock space remains free an open to the public.  No event will supersede public docking. NO SWIMMING OR CLIMBING ON THE DOCKS, BULKHEAD, CHAIRS OR TABLES. NO ACCESS IS AVAILABLE TO THE BASEMENT.

2. Cost of use:

a. General Public:

   A suggested minimum $100.00 donation per event to the Cranberry Lake North Shore HUB

   $50.00 per day usage fee

   $50.00 per day security and cleaning deposit

   All donations/fees payable to the Cranberry Lake North Shore HUB are required to be paid upon reservation.

b. Public Benefit and Education: No usage fee required.

c. Security and cleaning deposits will be refunded once a board member inspects the property and is satisfied that the condition of the property is clean and orderly per the requirements below. The Board will strive to complete the inspection within 48 hours   following the use of the Cranberry Lake North Shore HUB. The Board shall have the final say in disputes regarding the status of the Premises and return of the deposit.

3. How to Make A Reservation: Reservations must be made by contacting the Board Treasurer (Denise Barstow 315 566-9548) or Board Secretary (Susan Sweeney Smith 315-848-5415) as soon as practical and at least two days prior to use. Reservations are on a "first come, first served” basis.  The property is only available from May 15 to October 1. 

4. Cleaning requirements: All persons using the Premises must clean up after themselves and restore the Premises to a clean and orderly condition. The following tasks are required for cleanup and for return of the deposit:

a.    Wipe clean all surfaces on chairs, tables and podium with anti bacterial cleaner.

b.  Clean the bathroom incluidng toilet, sink and floor. Empty any garbage.

d. Clean underneath chairs and tables.

e. Sweep and mop all hard floored rooms in building including restrooms.  Vacuum carpeted areas.

f. Remove garbage from premises, including outside the HUB Building.

 

5. Alcoholic Beverage Policy: The person(s) or organization reserving use of the property (the "responsible Party”), their vendor(s) and guests, shall adhere to all federal, state, and local laws regulating the service of alcoholic beverages.  The Responsible Party shall regulate consumption of alcoholic beverages by persons using the property so that persons consuming alcohol will not be a danger to themselves or others.  Alcohol may not be sold.

a. Designated Driver Program: The Responsible Party shall provide a designated driver to transport persons using the Premises who have consumed alcohol.

b. Under no circumstances will the Responsible Party, their vendor(s) or guests, provide alcohol to any person actually or apparently under the age of 21.

c. The Responsible Party, their vendors or guests serving alcohol must verify the age of all persons consuming alcohol on the premises, and anyone consuming alcohol must be prepared to show photo identification and verify their signature.

d.  Under no circumstances will the Responsible Party, their vendors or guests provide alcohol to any visually intoxicated person or anyone under the influence of too much alcohol.  Signs of intoxication include, but are not limited to, staggering or using objects for support, slurred speech, disheveled hair or clothing, poor coordination, bloodshot or glassy eyes or a dazed facial expression, or significant changes in behavior.

e. Food and non-alcoholic drinks must be provided when alcohol is served.

f. Intoxicated persons and those who appear intoxicated shall not be served alcohol. 

g. If the Responsible Party utilizes an outside vendor to serve alcohol, it is the Responsible Party's responsibility to ensure that the vendor is compliant with state and local licensing and insurance regulations.  Vendors must provide copies of current license and insurance to the Cranberry Lake North Shore HUB no later than 48 hours prior to the event.

h. Failure of the Responsible Party to comply with any requirement of this Alcoholic Beverage Policy will result in immediate revocation of any permission to use the Premises and will bar the Responsible Party from future use of the Premises.

i. Under no circumstances will The Cranberry Lake North Shore HUB serve alcohol for the Responsible Party events or their guests.

6. Inspections: The Cranberry Lake North Shore HUB Board reserve the right to inspect the property at any time and, if necessary, terminate use of the property for non-compliance of terms set forth within this policy.

 

7.  Parking: All vehicles must be parked in compliance with state and federal regulations for roadside parking.  Additional parking is available behind the Town of Clifton Community Center across the street from the Cranberry Lake North Shore Hub.  AT NO POINT MAY ANYONE PARK  OR BLOCK ANY DRIVEWAY ESPECIALLY THOSE ADJACENT TO THE PROPERTY.  AT NO POINT MAY ANYONE PARK IN THE STONE MANOR PARKING AREA.

 

9. Release and Indemnity:  The Responsible Party hereby agrees to indemnify, release, and hold harmless the Cranberry Lake North Shore HUB, the Board, officers, directors, partners, agents, and members from and against any and all claims, demands, or liability for any and all injury, disability, death, or loss or damage to person or property arising out of or in connection with the Responsible Party's use or employment of the Premises.
